That's not a proper indicator of how successful a console was. The Dreamcast never had another Sega console after it to steal its games like the Saturn did, and the Dreamcast has maintained a larger cult following thanks to the internet. The last official Saturn game was released in December 2000. In Japan, many Dating Sims/Shooter developers left the Dreamcast and moved to PlayStation 2.

Saturn was at least twice as successful as the Dreamcast was in Japan. It was by far Sega's most successful hardware in Japan. Even in worldwide sales, the Saturn sold at least three times better than the Dreamcast.
This does not mean the DC wasn't successful (given the incredibly short time it was supported); nor does it mean the Saturn was a success (which it was only in Japan).

Saturn sold less than 10 million worldwide, and Dreamcast 10.8 million worldwide.
