you probably swapped wires, there's no reason it couldn't work (if the dreamcast and controller port is OK).
Just to be sure test the resistance of the controller plug, maybe there are resistors in it that would be missing if you wire directly to the controller board, but I don't remember anyone talking about that.

The Controller uses 5wires or 4 & the sort of coaxial shielding on the controller the shielding wires made of copper on the keyboard its made of some other sort of metal.I read somewhere that the dreamcast is very smart when it comes to the controller could it be it can tell by the difference in cable that its not the rigt controller or cable? you just cut the connector off the cable, I don't see how the dreamcast could see it's not there anymore.

you probably burnt the fusing resistor of the controller port (the one marked "f1") remove it and solder a fuse (1A quick fuse should be ok).
Don't use a 10 ohms resistor as stated everywhere.

OK I'll have to get 1 what sort do you suggest I mean you can get glass fuses blade fuses inline mounting fuses& I can solder although I'm not confident at it! Why shouldn't I replace it with another resistor, is that resistor in the habit of blowing?

because you won't find the same resistor, it's some sort of fusing resistor 0,3ohms, not sure about it's power.
Glass fuse is ok, try to find one with already soldered tips like the second one there :
