No. All this is saying that someone can make a new console with the technology used in the Dreamcast. You would need more than just the technology behind the Dreamcast to make the console compatible with Dreamcast games. I saw this coming ages ago! And this is only the beginning...
I actually thought PowerVR used the SH4 to drive the MBX which has this "vertex geometry processor" which sounds so much like the SH4 fpu. If so, then this new system is 2 SH4s or an enhanced MBX core.

Not likely - the Naomi 2 still more than likely kicks ass compared to this chip. Devices for use don't necessarily need to be small, they could also be thin - 1 of the main benefits of these embedded devices is they are low on power consumption and don't emit excessive amounts of heat. Expect to see it in the next generation of toasters ... or maybe mobile phones....
