What I did was put all my unzipped roms in the roms folder along with the ROMS.LST file that I created using provlist, then i copied the IP.BIN file to the cd directory in the DreamSNES098 folder. Well I did it because My son's B-day was in a week.

All I'm seeing is a lot of the same picture of a bunch of cars passing by the camera.

all you're pretty much doing is making a Treamcast.
Save yourself the trouble and buy one then mod that one instead.
That's what I did and I got it to work great!
Unfortunately I can't find any pictures of it and my camera is in pieces (stupid little brother).
