I am unfamiliar with these, but I htink I may have heard about them from firends. Are these "portable dc" that can play both PAL/NTSC DC games, as well as vcd music, cd, and mp3cd?

They are region-free, you have to buy the VCD/MP3 player if you want that ability. I have one of these on hand too.

Portable? That looks pretty much full-size to me in that pic.

If it's simply a region-free dreamcast I may be interested.

C'mon Hawk the shipping's only around twenty pounds for EMS, about 18 for airmail, and it's money well spent.

I'd love to have a Treamcast, but at the moment it's too expensive for me :(

But what about OC'd DC's, what are the pro's / con's of such a system?
