Bleemcast Tekken 3

Is it supposed to come with 2 discs or just one? It is strange its in a 2-cd case.

No, just the one. The Metal Gear Solid disc was a 2CD case as well. I think it's so that you can keep your Playstation game in there as well.

That's what I was told when I bought it. Also what I assumed, but the dude at EB volunteered that info.

Yeah, it's so you can the ps1 game in there as well....

Although MGS is a 2 disk game, and it only holds one extra =/

It's meant for you to pop the two-cd folding part out of the bleemcast! case, and replace one of the MGS's similar single-cd parts. That way, you put the bleemcast! disk in the MGS case.
