Does this mean I pay 40.96 US to the seller in Hong Kong which will convert to 23 dollar in his country.... Cause if this is the case, it's a rip off......

If you're paying for something with Canadian dollars, you lose either way. The dollar isn't as bad as it used to be.

Conversion rates man. The US dollar isn't eqaul to one dollar of other countries currencies.
