I have finally been able to verify this dump and it will be added in the upcoming release. Thank you TeamEurope!
Boxcode: T-8116D-18 (game header has -58, probably erroneously. Even worse error, T-8116 is normally boxcode of Dead or Alive 2. Probably the intended boxcode was T-8111 as seen in the ringcode).

After extracting the data from this and the other (already verified) PAL versions, it became apparent that only the executable file (1ECWWRES.BIN) was different in the entire disc. I did binary comparisons of most of the files and checked timestamps on all of them. PAL executable had a timestamp of 20:32 and German 20:50 (both on 16/02/2000) and several obviously intentional differences.
I looked more carefully at the games after this. The only thing I was finally able to determine as different was that the German version has the "Blood" option completely removed in its' menus. No brainer really, Germans are known to be squeaky clean in their videogames.
If anyone has detected anything else, I would be glad to hear about it, but I highly doubt it.
