Does this mean I pay 40.96 US to the seller in Hong Kong which will convert to 23 dollar in his country.... Cause if this is the case, it's a rip off......

Umm, you chose to pay ?23.00 pounds, which is $40.96 dollars. If you didn't want to pay that much, you should not have agreed to pay it.

Or change it in the prefs next to the sorting thing when you search ebay. So everything converts to USD.

Really though, if you are paying in USD, buy USD. If in GBP, then buy in GBP. Common sense.

If you're paying for something with Canadian dollars, you lose either way. The dollar isn't as bad as it used to be.

yeah I contact the seller, but he doesn't know what I'm saying and perhaps, he already shipped my item. I didn't notice until my bill comes. It says something about money converting. 50cent US = 1 dollar in their country (with a funny symbol)..... I ordered a ps2 memory card.........

what's the different between the funny symbol " ? " to the symbol we always use which is " $ "?

So I thought it would be $23 ................... I didn't know ?23.00 GBP would be $40 USD....

GBP (?) means Great Britain Pound. It's the currency of the United Kingdom. See http://en.wikipedia.org/wiki/Pound_sterling.

Conversion rates man. The US dollar isn't eqaul to one dollar of other countries currencies. The reason why its so high is that it takes more US dollars to purchase one Great British Pound.
