I tought PSO Sylverant patcher wasn't needed for PSO v2 pal. (atleast in the connect part) it is recommended that the patcher be used regardless of version or region. Hello there. I suggest you download and burn the sylverant pso patcher. Boot using the patcher, then try to connect.
If, after using the patcher, you still can not connect- let the troubleshooting games begin

How populated is the DC part of everything?

There are just as many [probably even more] DC players as PC players. That being said, it's not all that populated... But you will find that there are games being played daily
