To me, the flag represents freedom. By outlawing the burning of it, that would be taking away a freedom. Thus I find outlawing flag burning hypocritcal in itself.

Are the controllers and tremor packs 1st party or made by a 3rd party? If you are still having problems using 2 resistors, I would try completely shorting the connecton. If the problem persists then I would have to say its caused by the tremor pack or controller itself.
