There's also a later V50 disc, but this is using different boxcode.
There's no way to tell them apart by looking at the front cover or disc only, but it is marked on the back cover and the title screen.
If you hit a disc-only version, you can only tell what it is by the ringcode.
Another sort of mystery is the publisher of the disc and information found online doesn't seem to be particularly helpful.
Sega logo is displayed on the box, however the back has some address in Japanese, naming a company called Keiba (=Horse Racing) Security Services Co. Ltd. I decided to use both in the filename, as the boxcode is not a Sega code. Most likely this thing was programmed by Sega but published on behalf of this obscure company. The later V50 switched to a Sega boxcode.
Finally in terms of functionality, the main functionality of being able to bet on JRA horse races from your Dreamcast is long gone, but the disc is not a total coaster. It contains a section with many "How to use" videos and it also has a section listing several different horses (likely older famous horses?). For some of those, there are even videos showing them in action, complete with a funky Japanese commentary, so you may be able to waste a few minutes toying around with the contents.
