Lik sang is your best bet... I think it's around $25-$30 for the cable, then probably $10-$20 for shipping depending upon your location.
If you're just starting to learn to program, the dreamcast is not the place to do it. It's possible, but you're going to get really frustrated really quickly....
Why not try Ebay? The coders cables arent always on there, but once in a while you will see them for cheap. I got my serial cable with 2 Dreamcast controllers and 1 Playstation controller for $20.50. Ive also seen some broadband adaptors, but they are kind of expensive. They go for $100-$120. Auction sites can save you lots of money.
Hrm... I think I only live about an hour away from SwampGas (the current maintainer of Zophar's). Mabye I should drive up there and give him a good "talking to".
