As a start you should give this a try:
http://dcevolution.net/cgi-bin/download ... on%202.rar
It's a collection of some of the best Beats of Rage variants (mods) from late 2004 to early 2005. More info plus covers here:

For burning this image (it's in DiscJuggler CDI format), I'd recommend Alcohol120%. It burns Nero .nrg images too:

Try the TAO mode.
Once you tried to get that to work, I'll help you creating your own CDs.

Ahhh, that is a different question. Forgive the other members; we are naturally suspicious about the ambiguous case.
Well, first off, I assume you have an image. It will either end in .iso, .nrg, or .cdi . Anyways, I recommend the program alcohol 120%. There is a free trial that should last you a month. I really recommend it.
Anyways, you open the image file with Alcohol 120%, and then you click "Burn" or something similar to that. Burn at the lowest speed possible, the dreamcast hates faster burns. Trust me, I know from experience. It may also hate a dvd-burner, so be warned.
Pop in a blank cd-r (no cd-rw!) and burn. Take the game out and enjoy!
http://www.alcohol-soft.com/ - Download for Alcohol 120% Trial.
http://www.dcevolution.net/ - Has some good images you might want to try (Beats of Rage and even some free emus!)
Have fun and don't be discouraged!
