I appreciate the comments, pkScary.
The only program I've used so far in any of these is Paint Shop Pro 7 (demo at http://www.jasc.com). I've not used any specific techniques and no tutorials for any of these effects, though. If there is a specific sig you would like a walkthrough of, however, I would be glad to provide it. Just let me know which one(s).
I guess the primary advice I could give is to not be afraid to use filters, just never use them as a finishing effect. Lots of people on the Arts forum speak badly of filters, but I don't agree. I just believe they should be used when they provide an effect that helps you reach the image you want, and should never be the most obvious thing in the image. Many of my images have filters of some kind in them, however they are never the last thing I use. Filters can provide great effects, but basing the image on them, or just plopping something like an emboss or texture filter as a last resort on top isn't cool, and is very obvious. Second, crispness is important. Don't go overboard with softening or blurring. If the image doesn't blend the way you have it, find another way. Third, if you are not familiar with multi-layer design, then you're not going to get very far. ALL of my images have at least five separate layers to them, which allows me to alter each separately, and keep the crispness of all other layers intact. Last, keep an eye on your color scheme and the way things blend together. High contrasts right next to each other don't tend to look too good, and if you can elegantly blend to new colors, do so. Make sure the colors you use agree with each other. Having things like rainbow-color backgrounds tend to look incredibly unprofessional.

I'm glad you like that one better, Cless. As far as in-game forests, I have not played Tales, before, so I don't know specifically what kind of forest you are referring to. High resolution screenshots suitable for use in a sig are hard to come by for that game. The largest screens I came by were still way too small to use in the image. If you can find a screenshot with in-game forests that has at least 500x125 of pure forest, I'll use it, but I don't think you'll have any more luck than I did.
