The guy works (or worked?) for QNX, which already supports other SH-4 based systems, and is pretty portable generally. So sure, it's possible. Of course, since he didn't release anything, and nobody else has access to the source code, it's not that useful to the rest of us.

Wrote the guy an email last year (July 12, 2007), basically asking for a private beta and if he wants DCEvo to mirror a CD image. His reply:
Hey Chris,
Unfortunately, as described on my site, I can't release freely what I've
got due to licensing issues. As well, it's not actually good for much
of anything in the form that I last left it in -- I have no filesystem
driver that reads from CD-ROM, so getting anything running at all
requires a BBA and system running QNX on the desktop with SH-4 binaries
on the Dreamcast's network.

So, sorry! I'd love to get it out there but it's just not very likely
to ever happen.
