Sega Genesis isn't even emulated perfectly yet. As far as I know, nobody has ever attempted a Sega CD emulator.

No, you don't. Such a thing does not exist. The best two are Sega's (embedded in the Sega Smash Pack, and illegal to use outside of it), and Genesis Plus. Neither are even close to perfect - the Smash Pack has terrible sound, pretty severe graphics problems, and just flat out doesn't work on a large number of games, and Genesis Plus has decent sound, but pretty severe (but slightly different) graphics problems, and just flat out doesn't work on a large number of (different) games.
