But I guess you need Cygwin installed before you use the ISO?

The DCDev ISO? I haven't used it because I was already set up with Linux when the first one came out, but I understand that the whole point of it is to have cygwin and everything else you'll need to get started developing for the Dreamcast in one easy-to-install package.

As 138 said, the point of the DCDev ISO is for it to install the entire development environment from scratch, including Cygwin. So the answer is no, you shouldn't have Cygwin installed first.
