Considering that it seems most plug-in hybrids use standard extension cords, it would seem that he would be using the female end of the cord.
Hydrogen outlets are normally completely closed off, and only open when a valve on the pumping hoze clamps onto it.
If putting the female end of a 110volt cord next to a supposidly closed valve would cause an explosion, then you should go back to the drawing board.
