A couple of apps released by , (that site had torrents of roms & such)to manage some well known Dreamcast file formats.
Universal AFS Extractor v1.0 extracts the content of this sort of files, obtaining each file's offset within the AFS.
Universal PVR Extractor/Patcher v1.3.5 seeks for PVR images inside binary files and extracts them listing their offsets. This makes it possible to replace those images and patch the original bin with the modified PVRs.

using the pvr tools to extract and modify the embedded pvrs and then patching them back into the game binaries would violate sega copyrights concerning modifying any portion of the copyrighted work...so would afs extractor.
just using the psd/xdp standard adopted by the forums concerning a copyrighted work as a basis to go by...seeing as it was considered a violation because it was a modified work of a copyrighted browser..
so under that standard do these tools not fall under that umbrella? even tho they are just tools,they still are clearly used to mod a copyrighted work.

If psd were released as a tool that took whatever webrowser then patched it, I would say yes.
