There is no such thing as 'the best game'. It's like deciding what the best fruit is. You can't say a pear is better than a banana, it's a matter of personal taste
While I like Shenmue 2 way more than Shenmue 1 from a gameplay pov, I still think that chapter 1 is more impressive because of all the little details. It really is a tradeoff between details and size of the world in this game. And you can't compare the stories because they follow up on each other (unlike when comparing two other random rpg's)
But as a series, Shenmue is rated very high by me, it's one of the most impressive pieces of software with beautiful graphics, one of the best soundtracks ever, and a great story and gameplay.

- Lufia 2 (I'm very biased when it comes down to this game, it was my first RPG, then came FF7)
- Tetris Attack (great puzzle game, I loved it)
PSX
- FF7 (I've got the pc version though)
- MGS (nuff said)
Dreamcast
- F355 Challenge (the REAL driving simulator)
- Baldr Force Exe (pure oldskool gameplay fun)
- Shenmue
- Soul Calibur (legendary fighting game, still standing strong even today)
- Legacy of Kain: Soul Reaver (10 seconds of loading for a whole game, impressive, just like everything else about this game)
PC
- Baldurs Gate saga (THE best RPG series ever imho)
- Settlers 2/3/4 (I loved the economics and gameplay, I can play this game for hours)
If anyone wants to know more about the reasons why I picked this game, feel free to ask, I'm too tired to give reasons for the oldest games (I started with the DC games)
