Proof?A few years ago a Chinese resturant near here got shut down for having frozen cats in the freezer. It wasn't open very long, so not too many people ate the cat.
Why?My older brother refuses to eat chinese cause he thinks that they eat rat meat. yuck, if true.
Anyway, I've actually searched for a case of Chinese restaraunts serving cat or dog in the USA. I wouldn't be that surprised if it had happened at some point, but I can't find a single substantiated case.
Snopes also lists it as false, and their stance on it is what I tend to think as well.

well i see it as possible... gross as well... i've worked at quite a few resturants... and the "inspections" can be only so helpful...infact having a door with a lock on it made a inspector skip a room all together during one inspection. Well that and we got differnt inspectors every time and well we'd always play stupid and they let us off.... everyone is out there to make money and that how it is
