Among my games, these are the ones with the best graphics:
Quake III Arena
MDK 2 (I love it!)
Soul Calibur
Dead or Alive 2
Looney Tunes Space Race
Daytona USA 2001
Sonic Adventure 2
Jet Set/Grind Radio
Virtua Tennis
Zombie Revenge (the characters suck, but the rest is great)
Grandia II
Phantasy Star Online (except for the faces of the human characters)
Resident Evil CODE: Veronica (except for some parts that are seen at a close distance)
Alone in The Dark 4 - The New Nightmare (seems to wipe RE:CV's graphics ass, but I only played it for half an hour)
Cannon Spike (but it's boring)
Ecco The Dolphin - Defender of The Future (not perfect, but an amazing experience)
The House of The Dead 2 (but the special effects when the Magician and the Emperor dies could have been better)

It's not that Rayman 2's graphics are good, but the style the game oozes makes it look amazing. The textures are low quality, and the polys are low... but the colours, style, modelling and experience make it very rich... or at least feel that way.
But I do agree with everyone... and the games they've chosen.. especially Looney Tunes Space Race, that matches Rayman 2 in style, but it captures the look and feel of the toons perfectly... I thought it would've been Cell-shaded, but it's not... Infogrames have used the textures sooooooo well, it's astounding.

I'm amazed that no one else has mentioned Evil Twin (perhaps because it was a european only release).
I've been playing it a lot recently and the the whole design is fantastic. Some scenes and effects look absolutely amazing and although the game is extremely frustrating (i've redone some bits over and over again), the design that's gone onto it is immense. Lovely painted loaded screens, fantastic background music and great character design. A lot of work has gone into this game and it shows. I like the humour of the characters as well.
Some of the levels are so weird, like the chalky world behind the blackboard on Steve's island.
Shame about the camera.

I've played Evil Twin, never got to finish it though. The color palette is what turned me off after a while, every stage had the same feel to it - incredibly dark and gloomy. I also don't think that they gave much effort to the texturing either, it looked as if they just slapped them on without the proper use of bump maps. Maybe that's the look they were going for, but that style didn't motivate me to play. I also recall the levels being ridiculously hard, the camera angles didn't help much either. Remember using the slingshot to fire into the air vents on the wall, so you could have the sheet of air carry you across the abyss? Would've been nice to have the appropriate camera angle to make those shots easier.
In terms of graphically rich games, I'd have to say Dead or Alive 2, Jet Grind Radio, Alone in the Dark 4 and Soul Calibur.
There's one other game too. I haven't played it, but based on its reviews and from what I've seen from screenshots, Stupid Invaders looks quite impressive too.
