Erm.. I'm pretty sure standard TVs are something like 512 by 3xx.
Otherwise you'd see no difference in crispness between VHS (roughly 352x240) and DVDs (760xsomething)

Scan lines
Yes, NTSC is 500 lines max. However whats wierd is that not all tvs go that high. My college professor says that even though the tv signal is 500 lines most tvs cant display more than 320. Thats kinda ironic. You might notice that some expensive tvs claim over 500, I have seen an RCA that claimed 700 lines, any signal going in wether its RF, s video, or composite they are all NTSC so it wouldn't matter.
I think if you could get the bit rate higher and kept the resolution the same it would look very good on most TVs.

TVs do themselves have a maximum resolution which I think is due to the array of pixels on the 'shadow mask' of the TV but due to factors involved, 320x240 looks fiiiiine on a normal-sized TV
As far as I know, normal TVs can handle a 640x480 resolution, but I might be wrong (I am certain my wega takes a 640x480 though)

Go for 22khz mono.. You'll get better performance. The difference is not highly noticable unless you have a stereo with external speakers or are on headphones.
