No.
The "Windows CE Ready" logo refers to the development kit that Microsoft put out for the Dreamcast, which allowed programmers to use a stripped down version of the windows API and some DirectX functions to program for the Dreamcast. There is no full Windows CE environment for the Dreamcast, so a normal CE app would not be able to run. In fact, there's no Windows code in the Dreamcast itself, the games that use the Windows CE kit have to include the libraries on the disc.
Not very many Dreamcast games eveb used Windows CE... the only one I own that does is Super Runabout... maybe Slave Zero as well.

I believe that the arcade classic games compilations had the Windows CE logo, and I believe that Kiss Psycho Circus also had it. One interesting note though is that you can listen to all of the music tracks from Kiss Psycho Circus while in the Dreamcast menu on the music section. Most games don't let you do listen to the music tracks.

CE Emulator.
This is simillar to a message I posted last month about developing a Win CE Disk/emulator. The Microsoft Development Kit is out there, the coding is available. As stated, the dreamcast has similar hardware as a Windows CE Based Pocket PC unit: Hitach SH-4 processor, 16meg ram etc..
Given that porting Tomb Rader using the Win CE deveoplers kit is possible it may be just as possible to create a Win CE disk based on the 16Meg Win CE/Pocket PC ROM hardwired into the Win CE units. Then CE games wouldnt need to be "emulated", they would run in a functional Windows CE environment.
