First off, you need to download your emulator. For NES ROMs, get NesterDC. Then, you need to download your ROMs. You'll have to find these on your own. Then, you combine the two using a self-boot program, which combines the two into a CD image that you can burn with popular programs such as Nero and DiscJuggler. You will then have a disc that will boot up straight off when you put it in your Dreamcast.

There are many available, although the very aptly named 'Selfboot' by burnerO seems to be the best for everyone: http://www.consolevision.com/members/burnero
That gives you a link to 'Selfboot' Inducer'. You have two options. The first is to use the program as intended, which involves downloading special releases of emulators and applications as SBI files, which you place into one folder, add your ROMs for each system, run a simple program and then burn onto a single disc, giving you a handy little selecting menu at the start. The other is to download the program, delete all the Inducer files and use the program as a stand-alone selfboot application.
The first method is probably easiest and the most useful. I believe there is a tutorial on his site (above).

You have to register for the forums at Sbiffy.com in order to download the files located on that site. Also, if you plan on using one emulator on each disc, I would suggest using Selfboot instead of Selfboot Inducer. Selfboot is made for creating selfbooting discs out of one emulator/homebrew. Selfboot Inducer is made for creating selfbooting discs out of a bunch of emulators/homebrews. Selfboot Inducer creates a handy little menu that allows you to choose your emulator/homebrew.
To download Selfboot Inducer and its related files, go to http://consolevision.com/members/sbiffy/forums/YaBB.cgi and register for the forums. Then, go to http://consolevision.com/members/sbiffy/files/. Your browser will then ask for your username and password. Type in the username and password you just got from registering for the forums.
To download Selfboot, go to http://www.dcemulation.org/neededtools.htm (and make sure you click on Selfboot, not Selfboot Inducer).
BTW - You do not have to have any kind of emulator to play homebrew games. Almost everything on homebrew comes complete with all the files you will need to play the games.
