OK... here's what I recommend. Others may disagree, but I find it's the easiest way to do emu/homebrew on the DC. I'm gonna go step by step here:
1) Throw away your Utopia Disc. It's technically 'illegal' anyway.
2) Download Selfboot Inducer2. It's like Selfboot Inducer (the old version) only better and super easy to use. Get it at http://www.consolevision.com/dreamcast/burnsbis
3) Double-click on the sbinducr.exe archive to install it. I suggest you just go with the default installation path of c:\sbinducr
4) Download sbi packs for your emulators. These are available from http://www.dcemulation.org and http://www.consolevision.com/members/burnero and http://dipacks.cjb.net and probably other places too. Save them in c:\sbinducr\sbi
5) open the folder c:\sbinducr
6) double-click on sbinducr.exe
7) double-click on the barcode.
7a) if you're using an emulator, then now is the time to put your ROMS where they go. For DreamSNES, they should go in ROMS, for NesterDC they should go in GAMES, etc. If you're selfbooting Wolfenstein, Doom, or Quake, you may need to put game files on the disc for these as well. The site with the sbi packs should list all of the info you need as far as where ROMS go.
double-click on one of the buttons under step-2.
9) have fun.
Any problems with that, burnerO was nice enough to include a tutorial with the download, but he was also good enough to make the use of the program pretty self-explanatory.

To answer your first question, SBI packs are emulators that have been repackaged to work with a unique program called Selfboot Inducer, which allows you to put multiple emulators, media players and homebrew games on one disc. These can be obtained from the official site: http://www.consolevision.com/members/burnero or from an unnoficial site here: http://dipacks.cjb.net
And no, CD-RWs will not work without modifying your Dreamcast.

a word of advice. I would start by burning the Nero/Diskjuggler( I reccomend Nero ) Images of the emulator b.c it is very easy, and then make a disk with the roms. Then when you start the emu you just swap CD's and you have your roms. Thats how I started out when I was first learning to do all this stuff. Just my two cents.
