The most simple answer is that its just too difficult. RAM issues, controller issues, legal issues, and no one wants to do it.

Just asking, because I kind of wanted to be able to play Harvest Moon 64 on my Dreamcast.

harvest moon rom is more than the dc memory. not that i would know.
