the way the system works is you agility affects how many action points you have
ex: you char has 8 agility = 8 action points per turn
each grid step cost 1 action point
ex: move 3 hex's it uses 3 actions points
each action has a dif ammount of action points
ex: w/ the hand gun it would cost around 3 ap's for standard shot (automaticly shoots at torso) 4 ap's for aim shot (you choose where to shoot you choose between head, eyes, left leg, right leg, left arm, right arm, and best of all GROIN) burst shot also cost 4 and it unloads whatever you gun is set at (like the combat shotgun is like 5 i think) with this you can get instant kills and finally reload is 2 ap's
this game is the best you love it and the gfx r really good it also is a pretty funny game like if you get a critical hit to the groin it will somtimes say somthing like "he wont be having kids ne time soon!" of somthing like that
pm me if you have ne questions about fallout

If you liked Shadowrun (I know I did) you *should* LOVE Deus Ex.
So good lots of people cant decide if its an FPS or an RPG (I say FPS but meh)
Cyberpunk - check
Good storyline - check; better, its as in depth as you want it to be. If you're happy following orders unquestioningly you will have a very different game experience than someone who talks to lots of 'unimportant' characters to get other peoples perspectives on things
real time shooting - check; plus you get to choose pretty much from start whether you want to be a human tank or a shadowy silent assassin
RPG overtones (levelling up etc) - check.
Deus Ex is also available for about ?10 nowadays and runs on pretty low end systems as it uses the Unreal engine 'tweaked up'.
EDIT: oh, yes, *plug* DCRPG should satisfy those who like actiony RPGs a lot......
