What's the difference between the right dcemu irc and the wrong dcemu irc?
One is an empty, lonely place where you sit on your own and nothing happens.
The other isn't on freenode.

It's picked up vs. where it was months ago for sure. The problem is some people join and immediately expect there to be other people in there to talk to at that exact second. After trying the majority of Dreamcast web browsers (because why not?), I can verify that the IRC chat is still accessible via the game console. So there's no excuse not to visit at least once if your console is online capable! Details & compatibility below:
Planetweb 1.0/2.0/3.0 (and presumably 2.6x) (NTSC-U):
-Connects via pwchat://irc.freenode.net:6667/##dreamcast
-MUST type /msg ##dreamcast before anything you want to say
-Private messaging works via /msg {username} [message]
-Uses the "Real Name" field stored in the dial-up configuration (even if using Broadband) as your nickname. Just make sure the name you want to use isn't taken or else you'll need to type /nick {newname} and then /join ##dreamcast before being able to show up in the chatroom.
Broadband Passport (NTSC-J):
-Connects via the built-in IRC client (specify irc.freenode.net:6667) and then pick the chatroom by manually adding ##dreamcast to the chatroom selection area. It's pretty straightforward, just remember to use the R trigger on the controller to bring up the menu that lets you input the server names and save them.
-Anything you type can be seen without any crazy prefixes
-You'll notice the Japanese keyboard pops up. If using an American keyboard, press the "~" button on the keyboard to switch to English input (although I believe XDP defaults to English).
-Private messaging and actions do NOT work

-See Broadband Passport. They work exactly the same way.
Dreamkey 3.0 (and presumably 1.5, 2.0, and 3.1) (PAL):
-No IRC client, no connection. Sorry
-(Rumor has it there's some kind of special VMU file that enables IRC, but I couldn't find it.)

Saturn Netlink (PlanetWeb 4.035 update applied over ver. 3.0) (NTSC-U):
-Works exactly like the PlanetWebs on Dreamcast (minus /quit - click "Main Menu" instead to quit the chat)
Work like PC via webchat.freenode.net:
Xbox 360 (via Internet Explorer) + USB keyboard
Wii (Internet Channel) + USB keyboard*
Wii U (built-in browser)
probably DSi/3DS
probably Xbox One (via Internet Explorer) + USB keyboard
*Note about Wii: The keyboard overlay pop-up, which still occurs even with a USB keyboard, blocks the chat view while typing.
I don't know much about Sony consoles. I'd assume the PS4, PS3, PSP, PS2 (EGBrowser, Network Setup disc workarounds) and PSVita would work, too (via webchat.freenode.net), and I don't think the PS1 had web browsers.
