This is strange. I did a test on speedtest.net and it gave me a 15mb download speed, 0.50 upload speed. I go to download a file and I'm only downloading at 50 kb/s. What the heck is going on?
My ISP is Time Warner and I'm using a linksys router.
Appreciate any help!

First of all, the speed test is probably measuring in megabits per second (Mbps), not megabytes per second, so factor that into your calculations.
As it turns out, some servers/links are slow/distant/busy/buggy. I pretty regularly get files that download at under 100KB/s even though my connection can do four to five times that.
On a related note, some cable ISPs have bursting setups where you can download really fast for a short amount of time but you'll be throttled down to a slower speed with sustained use (although "slower" in this case should still be on the order of several hundred KB/s).

Generally it's the server you're downloading from limiting you to that speed or being incapable of going any faster. I max out download sites speeds all the time.
