We don't really have fixed dates, since a lot of things rely on when I have a chance to get things up and running (assuming you're talking about the server-wide token events anyway)...

Also, each ship has its own schedule for the various seasonal decorations and whatnot -- there's not one specific set to really have a topic generalizing it.

Piggybacking off of this:

Is it safe to assume that when Holiday Decorations are live on a specific ship, that the corresponding Holiday Rappy's are live as well?

It should if it was the PSOBB or Ep1&2 version, but the DC/PC version is not like that, correct me if I'm wrong

That is indeed controlled by the same bits that control the holiday decorations, so yes.
