Cool stuff, but I'm not that surprised...
Water being one of the simplest forms of molecules, I'd be shocked to find it didn't exist in at least trace amounts everywhere.
Good news for the moon base plans though...

See I just dont understand how this affects anything. Moon bases sound cool, hopefully sometime in my life I will be able to experience being on the moon or seeing men go to Mars and beyond.

They can use the moon as a check point, the water can be used as fuel. Basically you get to the moon from earth, then you go further from there.

If one were to go to Mars they would probably launch from the moon, and by the time the moon base is built it will probably be 2030. By then I assume that it wouldnt take nearly three years to get there with all the advances Im sure will come by. Using the earth bound, Hohmann transfer orbit technique, we can get probes/rockets there in the 6-9 months range. Keep in mind that only works every 2 something years due to the planetary orbits.
I'd imagine by the time a moon base had neared completion, we would have developed better rocket technology, and/or maybe even implemented some type of nuclear solution.
