Has the Windows 95 version of Lemmings ever been released as abandonware or anything by Psygnosis? I can't find the title anywhere.

Since they were gobbled up by $ony many moons ago its not too likely is my bet.

There's a few freeware versions of Lemmings available that were created by Psygnosis back in the day:

This is pretty much the same exact thing as the original Lemmings game, just written in Java:

Lemmings was a good game in its own right but Dino Dudes for the Atari Jaguar was much better, imo. Give it a try.
