I'm sure he arranged the music himself. Is there a Genesis music format like NSF? If so, maybe someone wrote a converter to midi and then he could have got the notes out of that. Just like there's an NSF2MIDI tool. You can figure out the notes with something like that.
EDIT: I found the guy's website. He's done a lot for many different games.

I looked at the Mario theme's sheet music and it looked handwritten. Clean layout of notes and good adherence to key. It's much better than the crap MIDI transcriber programs will crap out. It still doesn't do me much good because I'm horrible at piano and I hate transposing to saxophone.

Wow, that was awesome. That just inspired me completely. I must take my nerdom to the next level and learn some game songs.
I can play the little tune that plays at the end of a level on Super Mario World where you cross the flag. I learned it by ear. w00t for me?

I got some Winamp pluggin thinger that lets me listen to Genesis sound files. Very cool.

That was great, that one of the coolest, real, things ive seen on the net in awhile. Sonic had one of the most orinigal and best soundtracks in a game. Too bad the smash pack screwed it up on DC.
