NetBSD-DC or NetBSD for Dreamcast is a port of the operating system "NetBSD" to the Dreamcast.

doesn't netBSD require the ext to IDE attachment thing for connecting a hard drive or something? I wonder if there's anywhere where those still exist

No need to wonder. There is no such product and nevere where. There are less than a handfull known HDD adapters build by homebrew people.
