How do I
I am totally new at burning emulators to play on dreamcast. How would I burn an emulator to a cd and play a game with it. And where can I find games?

Read the tutorials on the main site or look around topics here, however it's usually best to just use Self Boot inducer and create burnable disc images. As for games, you can look around the site also for some homebrew stuff (please do not discuss warez), I mainly recommend Beats of Rage for starters.

Grab a bunch of CD-Rs, install the free Alcohol120% trial version, go to http://www.dcevolution.net/ and download one of the many releases hosted there. Extract using WinRAR and burn.

If you're looking for games to play with the emulators, I would recommend giving http://www.PDRoms.de a shot. They have a *huge* archive of free and public-domain games for just about every system imaginable.
