This Game Maker? No, you can't. Not unless the guy who made it makes a Dreamcast version of it.

There is an attempt at porting Gamemaker to Java, called G-Java. Perhaps you could contact those folks and ask if they could attempt something similar, but a DC compatible language.

if you are interested in making games you outta pick up "dream studio". its a JP RPG game maker and you can do really just about anything you want to with it. Though you will have to get a big freaking guide from gameFAQs to understand it. though it doesnt take a long time to learn. its very impressive once you get the hang of it.
