Can DreamSNES play wave files

Anything DreamSNES-related can be asked in this forum, such as general questions about the emulator, how to burn it, etc.

What frequency and format do MP3s have to be at?

Your mp3s have to be at a bitrate of 320 kbps or else they won't play at all (not 100% sure on the frequency but all the ones I have on my disc are at 44100). Download dbPowerAmp music converter if you want to convert your wave files into mp3s (or vice versa).
Sigs are for losers who crave attention. Cigarettes are for losers who crave nicotine. I'd rather crave nicotine than attention.

The bitrate can be whatever, but I have only tried 44100. Notice that a lower bitrate has worse sound quality, but if it is neatly compressed as certain radio recordings are, then you are fine.

I would recommend either freerip or dbpoweramp.

You shouldn't have to encode at a target bitrate. And mp3 I've thrown at it has worked. There's a million and one programs that convert many popular formats to mp3s with minimal effort, and they can all be googled and downloaded for free.
