Are you using a PAL Lightgun?
If so, its not going to work.

no, I'm using a American light gun... It is called the interact starfire lightblaster. I'm not sure which controller port I should plug it into, if I shoud be changing something in the options...

Try putting a Standard DC pad in Port 1, and the Lightgun in Port 2.
Doing it that way, I was able to shoot the screen, but only in the center :( (Usin PAL Lightgun), but it should work fine with an American one.

I did what you said and it only allows me to basically shoot in the middle of the screen, I'm using dreamsnes 9.5 so that may be an issue but I'm not sure. Maybe I should get off my cheap ass and buy a disk and burn it.

It's not so much PAL guns as the PAL DCs that have this problem. Regardless of where the gun comes from. At least according to my limited testing.
