Wierd message on screen...

HELP! I recently purchased a used Dreamcast (cheap)...only problem is, when I put a cd in, all the screen says is "Input Data" on the 1st line, and "00000000" on the second. The numbers can be changed, and when I put in a valid (i assume) number, it scans the cd, but the game never plays. Does anyone know what this is? Can I make this a working unit?
