I have some good news, and I have some bad news.
Bad news first - The BUILD engine uses quite a bit of x86 assembly. That means that, unless we can re-write that code in C or SH-4 asm, then we can't do a port, at least for quite a while.
The good news is that Icculus are working on a Linux/SDL port of Duke3d. At least, they've started importing the source code release, so I assume they're working on it. These guys are the ones responsible for most of the work on Bero's port of Rise of the Triad, which was pretty much just as messy as the Duke3D/Build code, and they've already ported the BUILD engine to Linux and Windows. They also managed to remove all of the assembly code from ROTT, so maybe they can do the same for BUILD/Duke3D.
I think that, if we wait around a bit for their project to mature, we can probably do a DC version without too much hassle. And that would be nice!

I personally like DukeDC for the name, it sounds like a natural progression (or corruption if you will) of the original.
