There's a few different ways you could go about this, but this is how I would do it... assuming you're using /opt/toolchains/dc/ as the folder for all of your dcdev stuff. You shouldn't need to init the networking, dcload-ip will just handle the functionality for you. It's been a million years since I've used dc-tool on Windows, but on Linux you need to run it using sudo for superuser privileges to use the -c option, so maybe you need to run it as admin?
