Windows version is worse. They removed the special levels, has none of the OH NO music and none of the music is assigned (it is also missing special songs for certain levels)

yeah, that could be possible if one wrote a dc emu that used sgl natively, no gfx glitches either, just straight native interpreting by neon250 card.

This is true.
Furthermore the Kyro I spec was finished in around December 1999 which is well after the Dreamcast. The Neon250 was done in 1998 and was released simultaneously with the Dreamcast. Its api is SGL, like the predecessors PCX1 and PCX2. The KYRO series does not support the SGL api.
