it is possible to make a gba emulator but it wouldnt be possible to load the roms bcuz most roms are 8 megabytes and the dreamcasts ram cant handle that but it would be possible to run homebrew games/demos through it

im at my freinds house right now and when i try DCEmu & DCEmu forums
it wont load a cachew error pops up but when i use IE it loads why is this happening?

Satourne will be good when it gets a bit more done on it, the author has STV roms going on it as well as the Saturn games (not in the public version though), so thats another one to watch out for.
