I've been using Nero for awhile now, and I'm pretty sure you can configure Nero to read the CD image, whatever the format, and save it again in NRG format. If not you could always use ISOBuster to extract the BIN, then use WinISO to convert the BIN to an ISO. Then have Nero read the ISO and save it...

You can get a PS2 to Dreamcast converter from Lik-Sang, but it's 15 dollars, plus the cost of the keyboard. I got the cheap Dreamcast keyboard from Funco Land for 10 dollars and I didn't have to wait for it in the mail.

I've used Memorex, Maxell, Sony, Some brand I can't remember (they come in 5 packs, each of them a different color, red, blue, green, yellow and I think purple) and the generic brand from Staples ($15.00 for a spindle of 50) and they all work equally well.
