The LED is write indicator and the resistor is needed because a LED has almost no internal resistance and will burn up without it. Should work fine without them, but I haven't tested.

Some games (but not a lot) use it for the filesystem - There is a list somewhere. I'd like to see that list, because it would break Sega API-rules (not to talk about common sense) to do something with those blocks. Besides using them as normal if you have maked them as not in use of course, but all...

That's because the DreamSNES C4 C-core source was contributed back to Snes9X. It builds out of the box in the latest version of Snes9X.

DreamSNES doesn't care about the extension, so renaming won't do anything. You can call all your ROMs *.psx, that will work just as well.

It's "locale" as in localization of language, not "local" as in location. The zip is correct. Renaming it will mean that you only get English as alternative for the menus.

The speedup would be substansial, but unfortunately most games would stop running. You can not do a JIT or other code transformations on old computers/consoles since they use the actual instruction timing as an integral part of the programming technicue.

I've never seen anyone report this before acctually. The error means that the VMU is broken in some way that makes it unable to save to block number 199. It's not the usual "need 199 blocks to save". It's "block number 199 is screwed up".
