Have you tried original GD-Rom Games? It could be you have some nonbootable backups (which you would need a boot disc for), legally these burned DC games should be personal backups. The beeping is due to the internal battery dying, you can find a guide that will show you how to replace this internal...

It could need to be realigned, laser voltage increased (potentiometer), or you could have something like the battery dying. If you think its really the motor try to read the label off of it and searching on the web. GL

Could be the PSU but it could also be the motherboard, what type of motherboard is it? Are their LED codes or 7-Segment Display lights on the motherboard when you try to turn it on?

It sounds like either a broken GD-Rom Unit, or possibly the GD-Rom Drive is loose on the inside from shipping/etc. When there are shorts or open circuits on some connections the Dreamcast's SH-4 will automatically power down to prevent damage (or further damage). You could always try resoldering the unconnected pin back to the pad, which pin was it anyway? A common problem when messing around with the A/V port is a short from +5V (Pin 5) to GND (Pin 1), this short will either blow a component, or more likely a trace to one of the inner layers on the motherbo...
