Are you using a tv or a vga monitor?
I did this circuit once and it worked as it should on a pc monitor. If I remember well, in vga mode the signal is progressive.
I think the only time I had black and white was when I connected ntsc composite video on a pal tv (it's been almost 10 years)

Look for leaked capacitors on the motherboard

If you've got some bad capacitors, you'll need to have them replaced or to change the motherboard.

quite simple, the mini itx board converts a battery voltage to +12 +5 -5 -12 and 3,3V, just ignore the 5V stb and -12V -5V and wire 12 5 and 3,3V to the dreamcast.

well I don't see why you couldn't remove it, desolder it and try it out. If it doesn't work there must be some resistor terminators or jumpers, but you'll be able to fix it.

I think the nomad screen's input is composite video, you should first diagnose exacly what's wrong. First testing the screen with an external video source. and second outputting the console video to a tv set.
