To make a cd with emulators and roms i use the selfbooting kits for nero.
Also, a program called cdi2nero will let you burn .cdi images with nero.

by saying "Sega Dreamcast Cd" that is pretty generalized.
What would you like to burn? emulator? game? divx player?
I could help you if you'd give me some more information.

Maybe they could also throw in frameskipping or an options menu to change button configuration, screen size, autofire etc...

because its not on the same media gd-rom --> cd-rom
so yes burning dc games is bad.

personally i prefer nero.
